States might find themselves unable to fully realise the promise of their digital economies in the absence of well-developed cybersecurity legislation. Increasing the cyber resilience of particular governments and bolstering the global digital ecosystems for everyone may require rethinking cybersecurity as a means of opportunity and competitive advantage in the creation of innovation ecosystems.
