by dapo Akinrefon, Henry Umoru & Johnbosco Agbakwuru
Six pupils, three teachers, and the driver of a private school bus in Ekiti State were kidnapped by gunmen suspected to be herdsmen. The kidnapping came shortly after two monarchs were killed by gunmen along Ipao-Oke Ako Road. The kidnappers demanded N30 million as ransom to release the five pupils and other victims. The joint operation team of Ekiti State Police Command, Amotekun, OPC, Civil Defence, and Local Hunters arrested five suspected kidnappers during interrogation. The suspects were found with two motorcycles, one cutlass, one jack knife or dagger, and four phones. Tensions were brewing in the communities of the two monarchs killed by the gunmen, with a source suggesting that people might be forced to arm themselves against herdsmen in the state. Governor Biodun Oyebanji urged Ekiti residents not to despair over the kidnapping, and President Bola Tinubu ordered security agencies to rescue the abducted individuals. The Ekiti and Ondo Police commands have launched a joint rescue operation.

by Kingsley Omonobi
21 herdsmen have been killed by the Islamic State of the West African Province (ISWAP) fighters in separate attacks in Borno State, North East of Nigeria for ignoring the warning of the terrorists group. Sources said the terrorists who rode on 17 motorcycles attacked and killed 14 herdsmen in the axis of Kukawa in the evening of Tuesday 25, July 2023 after accusing them of trespassing. A Counter-Insurgency Expert and Security Analyst in the Lake Chad region, Zagazola Makama who confirmed the atrack said they didn’t fire any shots from their rifles as they freely deployed machetes in beheading many of the herdsmen. After killing the herdsmen and stealing their livestock, the insurgents moved towards the axis of Kukawa, Doro and Kalla, areas suspected to be occupied by large numbers of the terrorists. Consequently, on July 25, at about 2300hours, the terrorists in about 7 gun trucks intercepted another Fulani herdsmen in the axis of Kukawa and killed six additional persons after warning them not to ever come to the area. Some of the remaining victims who fled the scene were able to recover four bodies in the aftermath of the attacks leaving several bodies to litter in the bushes. Sources pointes out that the week-long onslaught against the herdsmen have forced them to flee from Lake Chad to safer locations in the axis of Cameroon, Niger and Chad.

Consumer goods manufacturers borrow N1.8trn to survive in HI'23

Leading consumer goods manufacturing companies have faced severe funding pressure due to rising interest rates and foreign exchange scarcity. Financial Vanguard findings show that these companies have resorted to expensive bank borrowings to sustain their businesses, increasing their exposure to banks to N1.834 trillion in the first half of 2023. The finance cost from these borrowings rose by 411.2% to N330.972 billion in H1'23, driven by the steady increases in the Monetary Policy Rate (MPR) by the Central Bank of Nigeria (CBN). The top five borrowers are International Breweries, Unilever Nigeria, Guinness Nigeria, Nestle Nigeria, and Nigerian Breweries Nigeria. Analysts and investment experts have criticized the high cost of borrowing from banks, arguing that capital market equity remains the best financing option for manufacturers to meet operational needs. They also advised manufacturing companies to consider Commercial Papers (CPs) for short-term borrowing to reduce finance costs and avoid banks' stringent conditions.

West African defense chiefs had drawn a plan for military action, which President Tinubu wrote to the Senate for permission to involve Nigerian troops in. Senators agreed to pass a resolution condemning the coup and commending ECOWAS leaders on their efforts to restore constitutional order in Niger, but ruled out military options. The United Nations Children's Fund (UNICEF) has reported that 122 people have lost their lives due to a diphtheria outbreak in Nigeria. As of July 2023, 3,850 suspected cases were reported, with 1,387 confirmed cases. The disease has claimed 122 lives, with a case fatality rate of 8.7%. The outbreak has affected mainly Kano, Yobe, Katsina, Lagos, FCT, Sokoto, and Zamfara, with 98.0% of the suspected cases occurring in these states. Key interventions include transporting vaccines, training health workers, and providing face masks, hand sanitizers, and antibiotics. UNICEF urges parents and guardians to ensure their children receive routine immunizations to protect them from preventable diseases like diphtheria.

Federal varsities remain tuition-free — Presidency

The Presidency debunked a report that tuition fees in the federal universities have been increased, saying there was no such thing.Recall that many universities and unity schools ( federal government colleges) have announced an increase in the fees paid by students.Unity schools which are owned by the federal government increased fees from N45,000 to N100, 000.Besides, various universities have announced the new fees to be paid by students and the development has attracted outcry from parents and students. The National Association of Nigerian Students, NANS, also told the government to perish the idea of fees hike. But reacting to the plethora of complaints against the alleged hike in school fees in the ivory tower, Special Adviser to the President on Special Duties, Communications & Strategy, Mr. Dele Alake, said in a statement that federal universities were tuition free.Alake explained that what happened was that some universities introduced discretionary charges for hostel accommodation, registration, laboratory and other charges which, according to him, are not tuition. The statement read: “It was widely reported earlier this week across some news media outlets that the Federal Government had increased tuition fees in federal universities in the country.“These reports are inaccurate and not correct. We are aware that some universities have in recent weeks announced increase in the amount payable by students on sundry charges.Continuing, he said, “President Bola Ahmed Tinubu remains committed to his promise of ensuring that every Nigerian, regardless of the economic situation of their parents, have access to quality tertiary education.“Parts of the government’s plans to make sure all diligent students complete their education on time, notwithstanding their parents’ financial situation, include work-study, merit-based scholarships and grants.â€

FG drags 36 govs to Supreme Court, seeks LGs autonomy
by Ikechuckwu Nnochiri
The Federal Government of Nigeria (FG) has filed a legal action against governors of 36 states in the country over alleged misconduct in local government administration. The suit, filed by the Attorney General of the Federation and Minister of Justice Prince Lateef Fagbemi, seeks full autonomy for all Local Government Areas (LGAs) as the third tier of government. The FG argues that Nigeria is a creation of the 1999 Constitution, as amended, with the President swearing to uphold and give effects to its provisions. The government argues that the constitution recognizes federal, state, and local governments as three tiers of government, drawing funds for their operation from the Federation Account. The Federal Government also argues that the failure of governors to put in place a democratically elected local government system is a deliberate subversion of the 1999 Constitution. The Federal Government seeks the Supreme Court to invoke sections 1, 4, 5, 7, and 14 of the constitution to declare that state governors and State Houses of Assembly are under obligation to ensure a democratic system at the third tier of government in Nigeria and that the governors cannot lawfully dissolve democratically elected local government councils.

The report urged the Federal Government to consider domestic revenue mobilization, international public finance, and leveraging just energy transition partnerships to bridge the funding gap. The Executive Secretary of Nigeria Extractive Industries Transparency Initiative, Dr. Orji Ogbonannaya Orji, emphasized the need for a guidebook on energy transition in Abuja, as the policy plan requires more contextual explanations. The guidebook will provide a guide informed by engagements with state and non-state actors, including government, private actors, communities, youth, and women groups, on the strengths and weaknesses of Nigeria's energy transition plans, energy access, and key development needs. These policies include the non-implementation of collective bargaining agreements (CBAs), memorandums of understanding (MOUs) and memorandums of agreements (MOAs) freely signed by the government with unions in the industry; the registration of other unions to unionize workers in locations where unions are already organizing the workers there in violation of Section 3(2) of the Trade Unions Act (as amended); and the criminalization of strikes in the industry.

The Federal Government has set out to establish a solid minerals corporation to effectively harness the nation’s mineral resources.Minister of Solid Minerals, Mr. Dele Alake, who disclosed this at a briefing in Abuja yesterday, also spoke of plans to review all mining licenses in the country and the need to establish mines police. He said the corporation would be similar to the Nigerian National Petroleum Company, NNPC Limited, NNPCL, adding that the government was ready to take the “bull by the horns†to “reap the trillion dollars worth of minerals under the ground†across the country. He said: “Mining is big business. Nigeria must assert its presence in this environment by replicating its strategic positioning in the petroleum sector by setting up a corporate body that plays in this field.“Consequently, the ministry shall work towards the incorporation of the Nigerian Solid Minerals Corporation.“This is a corporate body that will have subsidiaries doing business in the seven priority areas that require immediate intervention and focus: gold, coal, limestone, bitumen, lead, iron-ore and baryte.“They prefer to continue to operate as illegal miners. For the last time, let me declare that the Ministry is giving such persons 30 days grace to join a miners’ co-operative or find another vocation to do.“On the expiration of the period, the full weight of the law will fall on anyone seen on a mining site without a determinable status.Â

Inflation hits 24.08% as Nigerians struggle with higher food prices
by Babajide Komolafe
Nigeria’s annual inflation rate rose to 24.08 per cent in July, the highest in 18 years, driven by higher prices of food items, increased transport fares, reflecting the increasing struggle of households to meet daily feeding needs, worsened by the impact of fuel subsidy removal and continued depreciation of the naira.
As a result, food inflation rose to 26.98 per cent, the highest level in 18 years, since September 2005.
Also reflecting the impact of fuel subsidy removal on cost of transportation and related services, core inflation (all items less farm produce and energy), rose to 20.47 per cent in July, the highest in 19 years, up by 0.41 percentage points from 20.06 per cent in June.
Disclosing this in its Consumer Price Index report for August, the National Bureau of Statistics, said that increases in prices of food and non-alcoholic beverages were responsible for most (12.47 per cent) of the rise in the headline inflation rate to 24.08 per cent in July, followed by housing water, electricity, gas & other fuel (4.03 per cent); clothing and footwear (1.84 per cent); transport (1.57 per cent); furnishings, household equipment and maintenance (1.21 per cent).
These, he said include weakening of purchasing power of citizens as real incomes are eroded, thus aggravating poverty incidence; escalating production costs which negatively impacts profitability; rrosion of shareholder value in many businesses; weakening of investors’ confidence; and declines in manufacturing capacity utilization as a consequence of weakening sales and erosion of profit marginsâ€
“This translates to lower demand for fuel, depicting reduced movement of individuals and food items. Despite the anticipated operations of local refineries and the President’s 500,000 hectares ‘farmland plan’, our inflation expectations for the ensuing months remain dreary.
‘’Factors like further flood fears in Southern Nigeria, speculative price hikes in pump prices, continued depreciation of the naira and sustained dependency on imports impel our expectations.â€

It’s economic shutdown if petrol price rises again — Labour
by Johnbosco Agbakwuru & Obas Esiedesa
The Nigeria Labour Congress (NLC) threatened to shut down the economy without giving notice to the government if petrol pump prices were increased again. The NLC raised alarm over the alleged hijacking of the duties of the Ministry of Labour and Employment by the Inspector-General of Police (IGP) and the Federal Ministry of Justice. President Bola Tinubu responded by stating that Nigeria is concerned about economic hardship and is working to ameliorate the situation. Oil marketers urged the Federal Government to act urgently to halt the slide in the value of the naira against the dollar, which had significantly impacted the pump price of petrol. NLC President Joe Ajaero issued the threat while responding to the advice of the Director, Trade Union Services, Ministry of Labour and Employment, Emmanuel Igbinosun, that Labour should explore due process before embarking on strike. Ajaero warned that Nigerians had suffered enough from government policies and would not tolerate any increase in petroleum pump prices that would worsen the situation. He also emphasized that the Inspector-General of Police is now performing the duty of the Ministry of Labour, and the Ministry of Labour should know they don't have the right to usurp their function.

Manifesto of Nigerian salaried workers/wage-earners
by Onwe john Onu
The Nigeria Labour Congress (NLC) and the Trade Union Congress (TUC) have been actively working to improve the welfare of salaried workers in Nigeria's distorted political economy. The issue of the value of Nigerian labourers has been a contentious one, with workers often forced to accept slave wages during the colonial period. This led to the Coal Miners Strike in 1945. Nigerian nationalists, led by Dr. Nnamdi Azikiwe and Chief Obafemi Awolowo, argued for the rights of Nigerian workers, but neither took over the leadership of Nigeria. Since 1960, the wage dispute between Nigerian workers and their employers has been a never-ending controversy. The 1975 troubles led to General Murtala Mohammed's coup, which distorted the political economy and led to the dislocation of social services during strikes. The NLC and TUC have been agitating for wage increases, but this strategy has never materialized to improve worker welfare. The National Labor Congress (NLC/TUC) should adopt a new stance, focusing on the abolition of apartheid remuneration between civil service and political office holders in Nigeria. The apartheid income distribution and reward system in Nigeria enriched political office-holders, a legacy of colonialism. The NLC/TUC should focus on designing and implementing a Unified National Minimum Wage for both civil workers and political office holders, ensuring equal treatment and productivity. This would prevent political office-holders from being remunerated above other workers in Nigeria's political economy, unlike in Britain and America. The NLC/TUC should agitate against malpractices that distort the political economy and expose workers to a distorted, turbulent economic system. The agitation should focus on achieving the abolition of the apartheid national income distribution and remuneration system, ensuring that politics is not elevated from its essential vocational essence to an occupation or profession. This would lead to a more equitable and fair Nigerian economy.

The Socio-Economic Rights and Accountability Project (SERAP) has filed a lawsuit against President Bola Ahmed Tinubu over the failure to publish spending details of about N400bn saved as a result of the removal of the Premium Motor Spirit (PMS) subsidy on petrol. The suit seeks an order of mandamus to direct Tinubu to publish the spending details, provide details of the plans for the savings, and ensure that the savings are not diverted into private pockets. SERAP argues that transparency would increase public trust and confidence that the savings would be used to benefit Nigerians. The Tinubu government has a legal obligation to protect individuals against the threat posed to human rights by the removal of the subsidy on petrol and to effectively address the aftermath of the removal. The removal will continue to undermine the rights of Nigerians and increase their vulnerability to poverty. The implementation of the National Social Safety Net Programme (NASSP) and spending on the program have been mostly shrouded in secrecy.

Naira: Tinubu’ll shock currency speculators — Presidency
by Emma Ujah,
The Nigerian Presidency has announced that President Bola Tinubu's administration is working on policies to strengthen the Naira. Special Adviser to the President on Economic Matters, Dr Tope Fasua, stated that the rise in the naira's value is expected to continue due to government policies. Fasua warned that Nigerians hoarding foreign currencies with the hope of the local currency falling would be shocked by the policies being rolled out by the Central Bank and the government led by the President.
The Central Bank of Nigeria (CBN) governor, Dr Olayemi Cardoso, said the country was going through economic challenges due to macroeconomic issues linked to the COVID-19 pandemic and the ongoing Russia-Ukraine war. He stated that the CBN's strategic priorities include fostering financial inclusion and pushing the boundaries to over 95%.
Princess Iphie, author and Executive Director of Asher Global Treasures, emphasized the need to preserve the evolution of money and its history in Nigeria. She argued that the Federal Government has huge foreign currency denominated debt that dangles like an albatross over the economy. Instead of pursuing currency speculators, greater attention should go to debt reduction, extinguishing outstanding CBN obligations, and engineering infrastructure development.
Market mechanisms should be allowed to allocate foreign exchange according to market reality, and the government should let markets sort themselves out. Speculation can be minimized if policy discourages dollar payments, and services or products should be priced in naira, including bonuses given to players and property owners.

Nigeria records marginal improvement in global corruption rankings
by Luminous Jannamike,
Nigeria has improved its ranking in the Corruption Perception Index (CPI), moving five places up to rank 145 out of 180 countries assessed. The latest corruption index released by Transparency International (TI) also added one point to its previous 24, ending up scoring 25 out of the 100 maximum points in the 2023 CPI results. The CPI measures how corrupt each country's public sector is perceived to be and is arguably the most widely used global corruption ranking in the world. The Civil Society Legislative Advocacy Centre (CISLAC) presented the index in Abuja and said Nigeria's score is below the sub-Saharan African average of 33 points. The index does not show specific incidences of corruption in the country, but it indicates the perception of corruption in Nigeria. The Civil Society Legislative Advocacy Centre (CISLAC) said this year's CPI release is not an assessment of Nigeria's anti-corruption agencies, which it says are making commendable efforts in the fight against corruption in Nigeria.

by Obinna Chioma
Nigeria's medical association, the Nigerian Medical Association (NMA), and other partners have mapped out strategies to reverse the 2 billion USD annual capital flight of Nigerians to countries like India, the UK, and the USA for medical care. The NMA president, Prof. Bala Audu, highlighted that Nigeria is the leading exporter of health professionals globally, contributing to the global market for medical tourism, which is expected to reach $180 billion by 2030. To address this issue, the NMA president urged the government to review remuneration of health workers, implement workplace security, and provide necessary equipment and tools. The state has a hospital bed deficit of about 66,288 beds, and the NMA president emphasized the importance of reversing medical tourism in Nigeria. Partnerships with private equity and institutions could also help address the problem.

Obaseki/Shaibu Feud: Anxiety, suspense as Edo Assembly sits today
by Ozioruva Aliu BENIN CITY
The Edo polity is astir following the raging feud between Governor Godwin Obaseki and his Deputy, Philip Shaibu. Both camps were wrapped in anxiety, suspense and apprehension ahead of today’s resumption of sitting of the state House of Assembly.
Shaibu is battling perceived impeachment moves against him. The apprehension is over whether or not the lawmakers will embark on the purported impeachment plot of the deputy governor despite the Abuja Division of the Federal High Court directive of maintaining “status quo ante bellum†pending the determination of the suit filed by Shaibu to stop the alleged plot to remove him.
However, Speaker of the Edo State House of Assembly, Mr. Blessing Agbebaku, said though the matter is in court, he cannot say much on the issue, adding there is no plan to impeach the deputy governor.
He told Vanguard on phone: “I don’t want to talk about it because the case is in court but there is no plan like that. There is no iota of truth about this issue of impeachment and the governor has no such plans because if there is anything like that, won’t I know? People are just carrying rumours.â€

The National Association of Resident Doctors, NARD, at exactly noon yesterday, made good its threat as members complied with the indefinite strike order issued by the National Executive Council, NEC, on Tuesday night.NARD embarked on the strike, despite the intervention of speaker of the House of Representatives, Abbas Tajudeen, who met with President Bola Ahmed Tinubu on Tuesday night, urging him to wade into the matter, with a view to addressing the issues at stake.Although the Federal Government said it was already looking into the demands of the striking resident doctors towards effecting a speedy resolution, NARD said the government was yet to call them for a meeting, insisting that government’s response would determine how long the strike would last.As of 12:30 pm when Vanguard visited some of the affected tertiary health institutions in Lagos yesterday, the doctors had left their consulting rooms, as only consultants and student doctors were attending to a few patients that were caught unawares by the industrial action. While most of the patients who spoke to Vanguard said they had already been attended to before 12 noon, others bemoaned the fact that they were not able to beat the time of the strike and were asked to come back next time.“We know the peculiarities and the dangers in the declaration of strike. But, I am sorry that this is the only language government understands.â€

Nigeria's Petroleum Industry Act (PIA) has faced administrative challenges, inadequate funding, infrastructure, and limited collaboration among stakeholders. The legislation aims to increase restructuring, investments, improved operations, and transparency in the oil and gas industry. However, the implementation of the Environmental Remediation Fund and Environmental Management Plan is still pending stakeholders' alignment. The Nigerian Upstream Decommissioning and Abandonment Regulations 2023 are also undergoing gazetting stage, while the administration of economic interest securities is awaiting stakeholders' alignment. The delay in implementing the legislation has hindered the full delivery of expected benefits to Nigeria's oil and gas industry and economy. The House of Representatives Ad-hoc Committee has questioned the Registrar of the Joint Admissions and Matriculations Board (JAMB) over alleged lopsided employment. The committee demanded the agency to submit a list of all staff employed between 2015-2023 and criticized the lack of adherence to public service regulations. The committee found that JAMB employed 300 staff from 2015 to 2023 without advertising, shortchanging many Nigerian citizens based on their employment records. The Registrar of JAMB, Professor Ishaq Oloyede, explained that the board followed federal character principles in the job recruitment exercise conducted from 2015 to 2023. He stated that the board had obtained a waiver from relevant agencies to employ staff to replace those that had left. The alleged lopsided employement was due to the need to fill vacancies in over 40 offices across the federation. The committee has taken oral testimonies from Messers Babamasi Jalo, Abdulraziz Azara, Musa Ibrahim, and two other victims of employment racketeering by former Desk Officer Haruna Kolo. Kolo collected N1.2 million from Jalo for IPPIS capturing and asked him to look for other persons for salary payment. The House Committee insists that Kolo, the Director of IPPIS in the Office of Accountant-General of the Federation, and other accused persons must appear unfailingly before the probe panel.

Still on cybersecurity and national interest
by Wnnie Chidiebube
The Central Bank of Nigeria (CBN) has withdrawn its cybersecurity levy directive, which was intended to generate revenue for the Office of the National Security Adviser's cybercrime combat plan. However, the directive has led to widespread dissatisfaction among citizens who claim that banking transactions are becoming increasingly costly and adding to their financial burden. Senator Shehu Umar Buba clarified that the levy was aimed at financial institutions and telecommunication companies, emphasizing the importance of a secure electronic transaction environment for economic growth and digital financial inclusion. Despite these clarifications, concerns remain among the public about the potential indirect consequences of the withdrawal, such as increased levies on bank transactions and tariffs by telecommunication companies. Cybersecurity measures are essential in curbing online fraudsters, and strong cybersecurity measures like firewalls, intrusion detection systems, and access control help prevent unauthorised access and protect sensitive information. Low-income households are concerned about the potential influence of the levy on them, as it could add to other charges imposed by the CBN, such as ATM card maintenance fees, stamp duty, account maintenance levy, Value Added Tax on transfers, interbank transfer commission, and electronic money transfer levy. Small business owners also express concerns about how the fee might affect their day-to-day operations, as electronic payments are common ways for small businesses to handle consumer transactions and control cash flow. Experts argue that the proposed cybersecurity levy may be unfair, but cybersecurity is crucial in banking, telecommunication, and other sectors to prevent attacks and protect sensitive information. The government should reconsider the levy and ensure it aligns with reality on the ground, not taxing the poor but wealthy institutions.
