NIA: Ex-DG Dauda fights back, open can of worms

Ambassador Mohammed Dauda, former Director General of the National Intelligence Agency (NIA), has accused his removal from office of being orchestrated by those he refused to release public funds to for personal use. Dauda moved the $44 million to the office of the National Security Adviser for three reasons: to protect Gen Jaafaru, to guard the controversial money, and to create a witness. He was recently re-instated as DG of the agency by the Abuja division of the Court of Appeal. Dauda challenged his removal in court, arguing that the dismissal was wrong and did not follow due process. The Industrial Court of Nigeria (NICN) ordered Dauda to be reinstated as head of the agency and pay his salaries and entitlements from March 2018 to date. Dauda attributed his sack to lack of godfatherism in government and alleged that the negative press against him was a plot to cover up ineptitude, nepotism, impunity, tyranny, and administrative rascality at the nation's apex Intelligence agency.

Nigeria's President, Bola Tinubu, has pledged to provide the best returns for new investments and create business-friendly incentives for foreign businesses. He made this declaration during the Nigeria-India Presidential Roundtable and Conference in New Delhi, India, on the sidelines of the G-20 Summit. Tinubu commended Indian investors for significant investment pledges amounting to nearly $14 billion, assuring that Nigeria offers the best returns for investment possible. Among the new investments are Indorama Petrochemical Limited, which pledged an $8 billion investment in the expansion of its fertilizer production and petrochemical facility in Eleme, Rivers State. Jindal Steel and Power Limited committed to investing $3 billion in Nigeria, following discussions with President Tinubu. Founding President of SkipperSeil Limited, Jitender Sachdeva, announced plans to invest $1.6 billion in the establishment of 20 100MW power generation plants across Northern Nigeria, amounting to 2,000MW of new power within the next four years. President Tinubu also approved finalization on a $1 billion agreement to bring the Defence Industries Corporation of Nigeria (DICON) to 40% self-sufficiency in local manufacturing and production of defense equipment in-country by 2027 through a comprehensive new partnership with the Managing Arm of the Military-Industrial Complex of the Indian Government. Bharti Enterprises, a major first-generation corporation in India with interests in telecom, space communications, digital solutions, insurance, processed foods, real estate, and hospitality, also pledged to invest an additional $700 million in Nigeria.

The nation’s capital, Abuja, is agog as President Bola Tinubu inaugurates the minister-designate who would constitute the Federal Executive Council (FEC) today. Â

The Senate Committee on Foreign Affairs will, tomorrow, meet with the Minister of Foreign Affairs, Mr. GeofÂfrey Onyeama, over claims that some states were omitted from the ambassadorial list sent to the chamber for approval by President MuÂhammadu Buhari. Two members of the committee, Enyinnaya Abaribe and Sonni Ogbuoji, who confirmed that the minister would appear before the lawmakers, could not, however, establish whether Secretary to Government of the Federation (SGF), Mr. Babachir Lawal, would also be at the meeting. Onyeama and Lawal were also expected to explain to the lawmakers the perceived irregularities in the list of nominees, including the alleged selection of some junior officers in foreign service for ambassadorial appointÂments instead of their superiors. However, the two public servants did not meet with the committee as scheduled before the National Assembly went on the short recess. Dariye had, while making his submissions, observed that the ambassadorial list was full of omissions and irregularities and should be corrected before the Senate could consider it for approval. He alleged that, in his state, Plateau, those nominated by the president who were not qualified as senior career officers in the foreign service from the state were left out, while their junior counterparts were picked. The prayer was adopted, leading to the invitation of the minister and the SGF.

The Central Bank of Nigeria (CBN) initially hinted at allowing free trade until the currency reached a market-relevant level, but concerns have arisen that the high demand for foreign exchange might lead to further depreciation of the local currency. Factors contributing to this predicament include a significant influx of foreign currency from non-oil sources into the black market, exacerbated by the dollar shortage issue. Nigeria's failure to meet the OPEC quota plays a vital role in determining the value of the Naira, as oil remains a major contributor to foreign currency earnings. The country's crude oil production has fallen short of OPEC's target of 1.74 million barrels per day, and the principle of willing buyer-seller foreign exchange trading could have negative short-term effects on the Nigerian economy. The United Nations Childrens'Fund UNICEF has called on governments and others stakeholders at national and state levels to support breastfeeding mothers in the formal and lnformal sectors exclusively breasted their babies.The call was made by the chief of field office, Dr. Tushar Rane, at a press conference to mark the World Breastsfeeding week 2023. He warned that babies who not breastfed are 14 times more likely to die before they reach their first birthday than babies who are exclusively breastfed. Rane said there was need for government and other stakeholders to work and promote policies that encourage exclusive breastfeeding .He listed such measures to include paid maternity leave for six months, paternity leave and flexible return -to-work options for parents with new-born babies. He explained that regular lactation breaks during working hours and adequate facilities that enable mothers to continue exclusive breastfeeding for six months are also a sure way of susporting breastfeeding. The World Breastfeeding week is celebrated every year to reiterate the importance of breast feeding for children, mothers ' and socio-economic development. The 2023 WBW had as theme ''Eabling breastfeeding; Making a difference for working parents,brings attention to workplace breastfeeding.

The Central Bank of Nigeria (CBN) is partnering Digcey Technologies to upscale eNaira’s adoption.Â
The collaboration promises a new phase of financial empowerment and modernisation through Central Bank Digital Currencies (CBDCs) while deepening financial inclusion drive with eNaira.
The partnership highlights the commitment of CBN to lead Nigeria into a future where digital transactions are pivotal.
With a shared mission to empower and educate the polity about CBDCs, Daily Sun learned that the alliance intends to foster understanding and accessibility to eNaira. Information from the firm said Digcey Technologies is dedicated to transforming finance by promoting awareness and comprehension of digital currencies with focus to scaling the eNaira sales. A co-founder of Digcey, Mr. Elvis Ajai, who spoke to Daily Sun described the eNaira as a transacting currency which time has come.

Dr. Nasir Idris, former national president of the Nigerian Union of Teachers (NUT), aka Kauran Gwandu, has been a dedicated and hardworking teacher since his early days at Ungurwar Model Primary School in the old Bunza Local Government of Kebbi State. Born in 1965, Idris attended various schools, including Dukku Primary School, Government Teacher College, and the College of Education. He later attended Polytechnic and Usmanu Danfodio University, where he obtained an MBA. Idris was elected NUT zonal chairman, state chairman, national treasurer, national president, state chairman of the NLC, and national vice-president of NLC. He resigned, contested, and was elected governor of Kebbi State on May 29, 2023. Idris has been a strong advocate for teachers and the Nigerian Union of Teachers (NUT) for the betterment of his people. He has worked tirelessly to improve the salaries of teachers and transformed NUT into a formidable union.

Gulen, who is living in self-imposed exile in Pennsylvania, denied any involvement in the coup. US Secretary of State John Kerry said the US had not yet received a formal request from Turkey for Gulen's extradition. Meanwhile, Turkey has widened its crackdown on suspected supporters of a failed military coup, arresting Gen. Bekir Ercan Van, commander of the Incirlik Air Base, and an "order of detention" for Col. Ali Yazici, a senior military aide to Erdogan.

The Indigenous Peoples of Biafra (IPOB) have been criticized for threatening to burn the Biafra flag, which they promised to display on October 1. The group believes in a united Nigeria and a new way of thinking, and it believes the south-south region will never become part of a Biafra Republic. Seven IPOB members arrested in Aba, Abia State, have regained their freedom. To this end, the Service has called on relevant stakeholders to synergise with its officers and men to effectively suppress smuggling of vehicles into Nigeria.

The CBN circular to banks on the levy has sparked outcry, with a source in the Presidency stating that the President would not allow anything that would further stress citizens. Another source confirmed that the implementation of the Act was an Office of the National Security Adviser (ONSA) affair, with the CBN playing the middle role. Banks are expected to receive an order to ignore the implementation directive this week. The Chairman of the Presidential Fiscal Policy and Tax Reforms Committee, Taiwo Oyedele, said the Act, which originated from 2015, belongs to the category of old laws being worked on.

One activist, Joseph Evah, disagrees with the proposal, stating that they are already enjoying amnesty in disguise. He also notes that the Federal Government gave them amnesty during President Goodluck Jonathan's time, but they have been collecting billions of naira in the name of nomadic education. As part of measures to check arbitrariness in the workplace and to ensure appropriate remuneration for Nigerian workers, the federal government has designed a National Pay Policy (NPP).
The Chairman and Chief Executive Officer of the National Salaries Incomes and Wages Commission (NSIWC), Mr Ekpo Nta told Daily Sun, in Abuja that the policy will calculate the number of hours a worker spends in the office and the quality of work done. That, he said, will determine his remuneration.

Kano Kano State Public Complaints and Anti-Corruption Commission (PCACC), yesterday, said forensic analysis has confirmed the dollar videos of former governor Abdullahi Ganduje were not doctored. In 2017, Daily Nigerian, an online publication, had released some videos of Ganduje allegedly collecting kickbacks from contractors. The former governor had denied the allegation, saying the videos were doctored.
He said since the release of the footages, people have been challenging him to prove the innocence or otherwise of the former governor in the matter. He added that his commission commenced investigation in 2018 but could not go far because Ganduje, who was governor at the time, had immunity.

The party's constitution is clear, and the convention has the power to set up committees. However, the party's conscience has advised discussions to continue, and reconciliation negotiations are still ongoing. Justice Abang, who gave the recent judgment, acknowledged Sheriff and said he would reconvene on the 15th to make a pronouncement on the scheduled convention. However, Justice Abang is not a higher court than the federal high court in Port Harcourt, and he cannot give an order to counter that order. The party's constitution is designed to guide members, and any disagreements between the executive, judiciary, and legislative arms can derail the party.

Obi urged the court to hold that the petitioners, who claimed to have won in 13 states including Rivers, Benue, and the Federal Capital Territory (FCT), were the winners of the election. They claimed that INEC mischievously downloaded 18,088 blurred polling unit results, including blank A4 papers and photographs of unknown persons, in place of the presidential results. The results were obtained from 168 local government areas in 14 states of the federation. Obi argued that the non-compliance with relevant laws by INEC during the election significantly affected the result. He stated that the certified copies of the election results showed that the purported Forms EC8As in several polling units were affected by mutilations, cancellations, alterations, and outright swapping of votes in favor of President Tinubu and the APC. The respondents' reply to the petition was that the refusal to comply with the specific requirement of the law to upload/transmit election results using the Bimodal Voters Accreditation System (BVAS) from the Commission.

Against the backdrop of the $3 billion emergency loan secured by the Nigerian National Petroleum Company Limited (NNPCL) from Afreximbank last week to redeem the tumbling naira and stem volatilities around the foreign exchange market, some economic experts have called for the careful utilisation of  the money so as to create the needed impacts on the economy as envisaged.Â
This was even as the noted  that the loan creates an erroneous impression of insolvency on the part of the Central Bank of Nigeria (CBN) saying it was an unhealthy signal to foreign investors.
In his submission on the matter, a financial economist and Professor of Capital Market at the Nasarawa State University Keffi, Uche Uwaleke told Daily Sun that some clarity on the loan was necessary.
“If the security for the loan are some barrels of future crude oil production, at what forward contract price was this negotiated? In view of the fact that all proceeds of crude oil sales are paid by into the federation account, this sort of swap transactions has implications for FAAC receipts meant for the three tiers of governmentâ€.  Also reacting, the Director General, Centre for the Promotion of Private Enterprise (CPPE), Dr Muda Yusuf, said Nigeria was currently neck-deep in liquidity crisis at the foreign exchange market, saying that some options were on the table for the country to embrace.

The CBN Act, of 1958 and the Banking Decree 1969, established the legal framework for operating and regulating banks in the country. Despite military coups and civil wars, the CBN has always sought an independent and professional institution to meet the development aspirations of a post-colonial economy. The CBN Act, 2007 enacted in 2007, aimed to create a fully autonomous body to promote stability and continuity in economic management. However, some observers argue that the Act has been compromised and seen as operationally not free from political interference. The monetary policy direction of the bank should not be based on the whims of the President or minister, as it is largely based on technical considerations dictated by the core mandates of a central bank, including price and exchange rate stability, legal tender issuance, and lending to government entities. The advocacy for monetary policy autonomy has recognized the need for a more independent and professional central bank.

Human Rights Watch (HRW) said the Nigerian Air Force (NAF) has claimed responsibility for the January 2023 fatal airstrike on Kawatiri community in Nasarawa State, which killed no fewer than 39 people. The Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) said the airstrike occurred after the herders went to reclaim 1,250 of their cows impounded by the Benue livestock guards.Â
Erstwhile Nasarawa State governor, Abdullahi Sule, had said the explosion in Kwatiri was not carried out by a NAF aircraft. He said “no air force plane flew through the area,†adding that the bombing was done by a drone whose operators were yet to be identified.

Senior Special Assistant to the President on National Assembly Matters (Senate), Senator Abdullahi Gumel, yesterday, confirmed the receipt of confirmed list of 45 ministerial nominees by the Presidency.Â
He made this known while briefing newsmen in Abuja, yesterday.
On Monday, Senate had confirmed appointment of 45 ministerial nominees and put on hold the confirmation of three others.
Those not confirmed were former governor of Kaduna State, Nasir El-Rufai,  Abubakar Danladi and Delta State nominee, Stella Oketete. Senate President, Godswill Akpabio, explained that the trio were not confirmed because they were still awaiting security clearance.Â
He appreciated the senators who he said sacrificed their recess and stayed back as patriotic Nigerians to conclude the screening and confirmation of the nominees.
“The interesting thing about what happened in the Senate is that there wasn’t opposition. The passion and commitment they showed to the work is commendable. I’m very grateful to the 10th Senate for making our jobs, those of us who represent the executive, very easy and very interesting. The Nigerian Electricity Regulatory Commission (NERC) has approved a 40% increase in electricity meter prices, following a similar review in November 2021. The single-phase prepaid meter now costs N81,975.16k, up from N58,661.69k, while the three-phase prepaid meter costs N143,836.10k. The price adjustment aims to create an equitable pricing system for Meter Asset Providers (MAPs) and end-user customers. The meter manufacturers have urged the government to increase intervention in the sector to enhance production. The meter manufacturers also commended the Central Bank of Nigeria (CBN) and NERC for funding and effectively regulating the mass metering programme. The NMMP Phase 1 has been put on hold by the CBN, threatening the survival of local meter manufacturers and potentially causing job loss.

President Bola Tinubu has  challenged Nigerians to be prepared to pay more tax as he expressed his administration’s commitment to break the cycle of over-reliance on borrowing for public spending that results in burden of debt servicing.Â
Inaugurating the Presidential Committee on Fiscal Policy and Tax Reforms (PCFPTR) in Abuja, he charged the committee to improve the country’s revenue profile and business environment.
A key target set by the Federal Government is to achieve an 18 per cent Tax-to-GDP ratio within three years.Â
He directed all government ministries and departments to cooperate fully with the committee towards achieving its mandate.
Tinubu said the committee has the responsibility of assisting the administration in meeting the high expectations of citizens to make their lives better. The birth of the committee is in tandem with President Tinubu’s commitment to eliminating obstacles that hinder business growth in Nigeria. The committee, constituted on July 7 is led by Taiwo Oyedele, a seasoned expert in fiscal policy and taxation from Price Waterhouse Coopers (PwC).

The Federal Government on Monday resumed negotiations with organised labour presented by the Nigeria Labour Congress (NLC) and the Trade Union Congress (TUC) on measures to take to alleviate the suffering associated with the withdrawal of fuel subsidy by the President Bola Tinubu’s administration.
NLC and TUC a fortnight ago had suspended its planned nationwide indefinite strike action to protest last month’s withdrawal of fuel subsidy.
The meeting was suspended after meeting with representatives of government at the State House, Abuja.Â
Speaking to State House Correspondents at the end of the meeting, Special Adviser to the President on Special Duties, Communications and Strategy, Dele Alake, said a steering committee has been set up, alongside technical committees that will help achieve the planned palliatives for Nigerians.
He said: “As we promised the last time we met; when labour called off their planned strike, we held a meeting today. We went through all the demands that labour had tabled, that is government and the labour unions and the last time, they said they were going to go back to their executives and make consultations so that we reconvene today.

Labour Party presidential candidate Peter Obi condemned the recent killings in Plateau state, where over 20,000 Internal Displaced Persons (IDPs) were killed. Obi promised to partner with the state government and traditional institutions to ensure displaced persons were adequately taken care of. President Bola Tinubu and the All Progressives Congress (APC), yesterday, closed the defence of their February 25 election victory with the evidence of the Senate Majority Leader, Opeyemi Bamidele, to deflate allegations and claims contained in the petitions file by Atiku Abubakar and the Peoples Democratic Party (PDP) as well as Mr. Peter Obi and the Labour Party (LP).
Before his testimony that drew the curtain on their defence to a close,  their legal team tendered some bundles of documents, including the February 4, 2003 letter from the US Embassy in Nigeria, clearing Tinubu of any criminal indictment or conviction in the United States.
The witness, however, noted that the US court relied on the American law dealing on money laundering in Tinubu’s forfeiture but stressed that it was a civil matter. APC lawyer, Lateef Fagbemi told the PEPC that it was his belief that there was no need to call witness after Olanipekun and that APC had established its case and “we are not calling any witness.â€

The Nigerian National Petroleum Company (NNPC) Limited says it would reconcile subsidy deductions with the federation. The Federation Account Allocation Committee (FAAC) had in May asked NNPCL to refund over N2.1 trillion to the federation account.
NNPCL made its position known in a tweet on its official Twitter handle yesterday under a post titled ‘Petrol Subsidy Fact Sheet. The company contrary to widespread belief equally said it has not made petrol subsidy payments to marketers since 2016 when it become the sole importer of petrol, adding that NNPC Limited will no longer be the sole importer of petroleum products. NNPCL had said it deducted N152.85 billion as a shortfall for the importation of petrol (subsidy) in November 2022 during its monthly presentation to the FAAC meeting on Wednesday, January 17, 2023. Subsidy or under-recovery is the underpriced sales of premium motor spirit (PMS), better known as petrol.

President Bola Tinubu has described as unacceptable the attempted coup in Niger Republic on monday morning by yet to be identified military men . presidential guards, yesterday, held prersident mohamed Bazoum inside his palace in capital Namely , but the presidency said the guards had started an ''anti-republic'' movement ''in vain '' and that Bazoum was well. In a statement, the Benin presidency said the national army was ready to attack them if they did not come to their senses.The statement followed reports that presidential guards had cut access to the presidential palace and blocked Bazoums' inside raising concern West Africas'' sixth coup since 2020 could be under way. Reacting, Tinubu said in a statement thatthe leadership of ECOWAS would not tolerate any situation that incapcities te democratically-elected government. The countrys' last occurted in feburary 2010, overthrowing then president Mamodou Tandja, However, there was an attemted putsch on March 31, 2021 just two days before Bazoums' inauguration, according to security source at the time several people were arrested, including the suspected ringleader, an Airforce captain named sani Gourouza. He was arrested in neighbouring Benin and handed over to the Niger autorities.
