The declaration was communicated in a statement yesterday, by the Permanent Secretary in the Ministry of Interior, Dr. Oluwatoyin Akinlade, who congratulated all Nigerians on the occasion.

Former Prime Minister of the United Kingdom, Gordon Brown, yesterday, stressed the need for what he termed a “new multilateralism,” so as to address global challenges, such as poverty, financial and climate crises, among others, as well as build stronger collaboration among countries and institutions.

Director-General of the World Trade Organisation (WTO), Dr. Ngozi Okonjo-Iweala, also called for increased global trade and economic ties that would foster peace and shared prosperity.

Speaking during the “Presidential Lecture Series” at the ongoing 2023 WTO’s Global Public Forum in Geneva, Switzerland, Brown pointed out that international cooperation needed to be forged by countries and institutions even against the odds.

According to him, “Today, we have to learn from the mistakes of the past and we have to do things better. That is why I think we need to think of where we are.

“Our generation’s problem cannot be resolved by nations staying on their own. However big and powerful they are, they cannot even be resolved by bilateral and regional interventions, however well meaning.

“Climate change, pandemics, financial contagion and other problems can only be addressed by globally coordinated actions involving all us.

“So, we need to engage all countries in the search for global responses for global problems. Without this, we cannot be sure that climate change can ever be addressed, pandemics ever effectively controlled, financial contagion averted and global injustices properly addressed.”

Brown said there was need to also seek revitalised global institutions.

He stated, “We must come together in dialogue to scrutinise the ideas we have so that we can get the right answers. That is because there are many bold and interesting initiatives that had been floated that need to be effectively managed together.

“There is need for reform agenda for the multilateral institutions so as to address global challenges and promote prosperity.

“With a new multilateralism, Africa will have a new bargaining power, not just for its mineral resources, but for its markets.

“The bigger reason why Africa should support new multilateralism is that the scale of resources required to mitigate and adapt to climate change cannot be met without massive global support.”

On her part, Okonjo-Iweala called for increased global trade, in her statement in the 2023 edition of the WTO’s World Trade Report launched in Geneva, yesterday.

The report showed that international trade had exhibited remarkable resilience, swiftly recovering from the COVID-19 pandemic and adapting to the war in Ukraine. It noted that trade was crucial during the pandemic for scaling up production of medical supplies and vaccines and for bringing them to where they were needed.

The statement said, “The post-1945 international economic order was built on the idea that interdependence among nations through increased trade and economic ties would foster peace and shared prosperity.

“For most of the past 75 years, this idea guided policymakers, and helped lay the foundation for an unprecedented era of growth, higher living standards and poverty reduction.”

Okonjo-Iweala stated, “Today, this vision is under threat, as is the future of an open and predictable global economy.

“The WTO is not perfect – far from it. But the case for strengthening the trading system is far stronger than the case for walking away from it.”

She said closer economic integration had led to massive reduction in the share of the global population living in extreme poverty and deprivation. The WTO boss, however, pointed out that integration and income convergence had been much slower in some developing economies, particularly in Africa.

According to her, “Within countries, the inequality picture is more mixed. Several economies have experienced adjustment challenges from rapid and pronounced shifts in global trade flows, notably those linked to China’s rapid ascent as a major trading power, following its 2001 accession to the WTO.

“While in some members, increased trade came along with increased within-country inequality, in others, more trade came with increased economic inclusion.”

Okonjo-Iweala warned that a retreat from economic integration could roll back recent development gains, make it harder for countries to grow their way out of poverty, and harm future economic prospects for the poorest people the most.

“Fragmentation in global trade would also make it harder to meet environmental challenges,” she said, stressing that many of the biggest challenges could only be effectively solved through global cooperation.

Speaking during a media briefing to launch the report, Chief Economist of the WTO, Ralph Ossa, noted that re-globalisation offered a better path forward.

Ossa explained that starting with an analysis of the current state of globalisation, the report confirmed that geopolitical tensions were beginning to affect trade flows, including in ways that pointed towards fragmentation of trading relationships.

The WTO chief economist stated, “WTO Secretariat calculations find, for example, that goods trade flows between two hypothetical geopolitical blocs – based on voting patterns at the UN General Assembly – have grown 4-6 per cent more slowly than trade within these blocs.

“However, the report contends that, despite these findings, international trade continues to thrive, implying that talk of de-globalisation is on balance still not supported by the data.

“The publication points to the expansion of digital services trade, environmental goods trade, and global value chains in addition to the resilience of trade to recent global crises.

“The report goes on to examine the relationship between economic integration and three major challenges facing today’s global economic order: security and resilience, poverty and inclusiveness, and environmental sustainability – areas, in which arguments have gained ground that globalisation has not delivered as expected or exposes countries to excessive risks.

“Looking at the evidence, the report makes the case that ‘re-globalisation’, which is the renewed drive towards integrating more people, economies and pressing issues into world trade, is a more promising solution to these issues than fragmentation.

The International Monetary Fund (IMF) has warned that climate change poses risks to price and financial stability in Nigeria and other regional economies unless addressed. Rescue teams in eastern Libya have retrieved the bodies of more than 1,000 victims from the rubble in a coastal city that has been inundated by devastating floods, an official said yesterday, after visiting the devastated area.

Authorities estimated that as many as 2,000 people were killed in the city of Derna alone from flooding brought by Mediterranean Storm Daniel.

A report from the CBS News quoted Libya envoy for the International Federation of Red Cross and Red Crescent Societies, Tamer Ramadan, to have said 10,000 people were missing after the unprecedented floods.

Speaking to reporters at a U.N. briefing in Geneva via videoconference from Tunisia, he said the death toll was “huge” and expected to reach into the thousands in the coming days.

“I returned from Derna. It is very disastrous. Bodies are lying everywhere — in the sea, in the valleys, under the buildings,” the Reuters news agency quoted Hichem Chkiouat, Minister of Civil Aviation and a member of the emergency committee for the administration in eastern Libya, to have said in a phone interview earlier.

“The number of bodies recovered in Derna is more 1,000,” he told Reuters, adding that it was too early to gauge the full scale of the loss of human lives, but that he expected it to be “really, really big.”

“I am not exaggerating when I say that 25 per cent of the city has disappeared,” Chkiouat added.

“Many, many buildings have collapsed.”

Ahmed al-Mosmari, a spokesman for the country’s armed forces based in the east, had said at a news conference on Monday that there were between 5,000 and 6,000 reported missing.

Al-Mosmari attributed the catastrophe to the collapse of two nearby dams, causing a lethal flash flood. Many towns in eastern Libya have been hit by the floods, but the worst destruction was in Derna, where heavy rainfall and floods broke the dams and washed away entire neighborhoods.

Ossama Hamad, prime minister of the east Libya government, said several thousand people were missing in the city and many were believed to have been carried away after two upstream dams burst.

After more than a decade of chaos, Libya remains divided between two rival administrations: one in the east and one in the west, each backed by militias and foreign governments.

The conflict had left the oil rich country with crumbling and inadequate infrastructure.

Derna residents posted videos online showing major devastation. Entire residential blocks were erased along Wadi Derna, a river that runs down from the mountains through the city center. Multi-story apartment buildings that once stood well back from the river were partially collapsed into mud.

Emergency responders, including troops, government workers, volunteers and residents were digging through the rubble to recover the dead. They also used inflatable boats to retrieve bodies from the water. Excavators and other equipment had yet to arrive in the city.

Residents described scenes of chaos when floods hit the center. They heard loud explosions at night and realised that dams outside the city collapsed, sending a wall of water that “erased everything in its way,” said Ahmed Abdalla, a Derna resident.

Workers said they had buried more than 200 bodies in one cemetery on Monday evening.

Nigeria’s billionaire Chairman of Geregu Power Plc. and Director, FBN Holdings Plc., Mr. Femi Otedola, has hailed President Bola Tinubu for resolving the dispute between Nigeria and the United Arab Emirates (UAE), which had led to visa ban on Nigerians and withdrawal of both Etihad and Emirates airlines from flying in and out of Nigeria.

The resolution of the dispute followed Tinubu’s visit to the UAE president and subsequent negotiations, which led to the lifting of the visa ban and announcement of immediate resumption of air flights.

Ngelale stated that in recognition of Tinubu’s economic development diplomacy drive and proposals presented by the president to his UAE counterpart, an agreed framework was established, which would involve several billions of United States dollars’ worth of new investments into the Nigerian economy across multiple sectors, including defence, agriculture and others, by the investment arms of the government of UAE.

Tinubu also successfully negotiated a joint new foreign exchange (forex) liquidity programme between the two governments, details of which would be announced in the coming weeks.

UAE had in October banned nationals of some 20 African countries, including Nigeria, from entering its city, Dubai.

Resident Doctors under the aegis of the National Association of Resident Doctors (NARD) have declared an indefinite strike over dispute with the federal government on salary and welfare matters. A former president of NARD, Dr. Godiya Ishaya confirmed the development to THISDAY, last night, in a telephone message. “It’s true NARD has declared a total and indefinite strike action,” he said. The association is insisting that the government should address all its six point demands, failing which it would no longer guarantee industrial harmony in the health sector nationwide. Among the demands of the doctors were the immediate payment of the 2023 MRTF as contained in the approved 2023 budget in line with various agreements reached with the government, that the government should without further delay, pay all outstanding arrears owed members including the hazard allowance and the skipping arrears of 2014-2016, and the arrears of consequential adjustment of minimum wage, arguing that there was no justifiable reason to keep owing the arrears and allowances. The NEC of NARD also insisted on the immediate implementation of minimum of 200 percent increment in the CONMESS salary structure and upward review of the associated allowances as requested in her previous letters on the subject matter, adding that the current economic realities in the country cannot justify the continued payment of CONMESS as it is at the moment.

The Senate withheld the confirmation of Malam Nasir El-Rufai, Stella Okotete, and Senator Abubakar Danladi due to security screening. However, the upper chamber confirmed the appointment of 45 other ministerial nominees sent by President Bola Tinubu for screening. Festus Keyamo, a former Minister of State for Employment, Labour, and Productivity, was temporarily halted due to his disparaging comments on the ninth senate and his attitude towards National Assembly members. Deputy Minority Leader Darlington Nwokocha recalled the public works programme of 2020, stating that Keyamo had been running away from the issue. The president of the Senate proposed a time extension and a senate dissolve into executive session. The Senate has advised President Bola Tinubu to appoint an Auditor General for the Federation (AuGF) in compliance with Section 86 of the 1999 Constitution. The Contractors Association of Nigeria (CAN) has appealed to Tinubu to stop alleged plans to appoint an unqualified federal civil servant as the Director General of the Bureau of Public Procurement (BPP). The contractors argued that the BPP is crucial for governance and that the project to bypass the civil service process of succession is absurd in Nigeria. The BPP has always been headed by an engineer with extensive contract and procurement rudiments.

Investors on the stock market of Nigerian Exchange Limited (NGX) have lost N757billion in two-day over demotion of Nigeria from frontier to unclassified market status by FTSE Russell.

FTSE Russell, the subsidiary of London Stock Exchange Group (LSEG) downgrade is on the backdrop of Nigeria’s foreign exchange (FX) challenges which is a new source of negative sentiment that is capable of triggering stock  sell off at the Exchange.

The stock market had closed last week at N37.295 trillion, dropped by 2.07per cent or N757 billion to close yesterday at N36.538 trillion.

The Vice President, Highcap Securities Limited, Mr. David Adnori attributed the decline in stock market performance to possible downgrade by FTSE Russell, stressing that foreign investors since the report was released have shown negative sentiments.

According to him, “The decline in the stock market can be linked to FTSE Russell downgrade and other macroeconomy reports. For instance, the revenue target of the FG may not be realised because daily crude oil production is 1.6mpd whereas Nigeria is only producing up to 1.2mpd.

“I think the FTSE Russell report maybe relevant to foreign investors who have been suffering from the inability to repatriate their dividend for several years.

“Capital market cannot be held for foreign exchange crisis because investors are paid in Naira. Since they brought dollar into the stock market based on the agreement with CBN on capital importation, then the responsibility was on CBN to facilitate the conversion of naira income to foreign currencies and remit abroad

“CBN has failed on its responsibilities   and as it is now, it is like foreign investors’ have transferred aggression to the capital market. The foreign exchange crisis does not have anything to do with domestic investors.”

FTSE Russell said further to the ‘FTSE Equity Country Classification – Watch List Status of Nigeria’ announcement published on June 30 that it has received feedback from market participants that although Nigeria has adopted a floating foreign exchange rate for the Naira in the Investors’ & Exporters’ (I&E) FX Window, which is now operating on a “Willing Buyer, Willing Seller” basis, “the lack of liquidity in the I&E FX Window continues to adversely impact the ability of international institutional to replicate benchmark changes”.

According to the report, “Consequently, as index changes for Nigeria within FTSE Russell equity indices have been suspended since September 2022 and with no improvement in the ability of international institutional investors to repatriate capital at a foreign exchange rate that would be used in FTSE Russell equity indices, following ratification by the FTSE Russell Index Governance Board, FTSE Russell announced that the, “FTSE Equity Country Classification status of Nigeria will be downgraded from Frontier to Unclassified market status, with Nigerian index constituents deleted at zero value (0.0001 NGN) from the following FTSE Russell equity indices.

“Effective from the open on Monday September 18, 2023: FTSE Frontier Index Series, including the FTSE Frontier 50 Index, FTSE Ideal Ratings Islamic Index Series, FTSE/JSE All Africa Index Series, FTSE Middle East & Africa Extended Index Series, and FTSE/MV Exchange Index Nigeria will be retained in the FTSE ASEA Pan Africa Index Series, with the implementation of certain corporate events suspended until further notice”, it added.

The governor of Nasarawa State, Speaking on Channels Television, who was Managing Director of African Petroleum about two decades ago, Mr. Mohammed Shehu, expressed support for the removal of fuel subsidy, citing lack of transparency in the scheme. He recalled that as Managing Director of AP, he stated that the consumption moved to 50 million litres per day, was known by the Nigerian National Petroleum Company Limited. Sule argued that Nigeria had been subsidising petrol for surrounding countries; He stated that subsidy should have been removed in 2015, Sule stated, money was most times released to fix one part, monies released were shared among all the facilities, leading to what he described as “zero work”. “We have not really managed these things well, ” he added. Sule lamented the unavailability of reliable data on Nigeria’s fuel consumption, which he said strengthened the argument for subsidy removal. He statedt “As I am talking to you now, That is what the government is paying. I asked the officials of the NNPC,‘how are you determining this consumption? we are determining the consumption by lifting’. “You are not determining the consumption by actual usage within Nigeria. They have no way of confirming this. He assured that the Dangote refinery would reduce fuel prices, since smugglers will stop buying from the country, yesterday backed the removal of fuel subsidy, citing lack of transparency in the scheme. He disclosed that from January 2022 to date, as subsidy claims was yet to be reconciled by the RMAFC, He identified such projects to include provision of an affordable transport system, and resuscitation of domestic refineries to eliminate dependence on imported fuel, Shehu expressed optimism that when the refinery became operational, which is characterised by opaqueness and other ambiguities..

The tribunal also ruled that Mbah was qualified to contest the election, regardless of whether he submitted any NYSC discharge certificate. The Universal Basic Education Commission (UBEC) has held a five-day training for head teachers and educational officers in Benin City, Edo State, on effective school management in the 21st century. The training, organized in collaboration with the National Institute for Educational Planning and Administration (NIEPA) and the Edo State Government, aimed to address various issues such as effective school management, roles of school heads, school culture, instructional leadership, safe and violence-free schools, climate change, team building and collaborative problem-solving, records and records management, and stress management and mental health.
